I would start with basic network connectivity troubleshooting.  When there is 
not a 3270 session active:
1. See what "route print" shows on the Windows system.
2. Try to ping the server.
3. Use tracert from Windows to the server to see how far things are getting.
4. Can other guests on the same subnet access the server?  (This means getting 
two people to work together of course.)
5. Does the Linux system see any incoming packets?  You'll probably have to run 
tcpdump in the background before stopping the 3270 session.
