I have come across some strange behavior with yum under RHEL 7. The
simplest test case I have created is as follows (in reality I was doing
something more complex with a yum install):

yum list bash

Vs

yum --installroot=/tmp list bash

The former works fine. The latter:

https://cdn.redhat.com/content/eus/rhel/system-z/7/%24releasever/s390x/os/r
epodata/repomd.xml: [Errno 14] HTTPS Error 404 - Not Found
Trying other mirror.


It is as if the $releasever has not been expanded.

Anyone seen anything like this before?
