Mike, Thanks for the quick reply. The two volumes were activated, then formatted.
For a test, I just did a "#CP IPL 00C" to reIPL the install system from the reader. I started another VNC session and this time I just did an "Activate" of the two volumes and was not prompted to format. And now the install systems sees /dev/dasda and dasdb, so I am good.
