Turns out this was wrong.  According to the documentation, zPDT will only 
emulate the highest level of machine type for which it was enabled.  According 
to the manual:
"zPDT does not have a facility to emulate older System z architectures. For 
example, the current release (zPDT Version 1 Release 6) is at the System z13 
level. It cannot be set to a System z 196 level or a z10 level. Providing a 
switchable architectural level facility would result in reduced performance and 
the product developers are unwilling to make this tradeoff.

z/OS releases) you must retain older versions of zPDT."

So, that means your version of the zPDT software must be recent enough to be 
emulating a zEC12/zBC12 or z13.
