Red Hat have not released their '2.3' series sources into 
their 'RawHide', but that 'rpm -qi ' gave me enough detail to 
partially track down the upstream, which is at:
        https://github.com/phracek/preupgrade-assistant

There are some rather obvious and stale bugs needing fixes in 
the GitHub version 'issues' list

If you have a TAM, I would involve that person; alternatively 
assuming you may have RHEL subscription to get access to some 
'side channels', I would open a ticket with Red Hat.  Please 
also ask then to release into 'RawHide' the present: 
        preupgrade-assistant

which seem to be:
         GPLv3+

but at the later NEVR mentioned 
        (preupgrade-assistant-2.3.3-2.el6.src.rpm)
