If the only thing you want to change is the layer2 mode setting you can do
this as root:

cd /sys/bus/ccwgroup/drivers/qeth/<devno>
echo 0 > online
echo 1 > layer2
echo 1 > online

and the interface ought to come online with the same IP address as before.
this will be temporary though and it will go back to L3 on reboot.
at this point you can SSH in and use yast to fix it permanently.
