Great news .. I actually "complained" to RedHat at z/VM Workshop in June that 
there was no EPEL for S390 ....   and here it is !!    :)

The reason for saying it on this list is that we added s390x to this

EPEL release for people who are interested in it. We are working

making EPEL-7 releases available on s390x but it may be a while.

epel-release-latest-8.noarch.rpm should allow you to get this. As with

all real things, please do this knowing that EPEL is not a product but

a community of packages offered to help people get things done. It may

not have every package in Fedora in it, but may have many you need.

Please follow any site rules for adding an out of band repository to

your servers.
