I have used it in a couple other projects. Works.
The messages file is source compatible with CMS 'GENMSG', but this
utility does not require "gen".
It does attempt to accommodate locale settings.

I first got hooked on CMS 'XMITMSG' back in the Gopher and Webshare
days. Had never actually used it, but community pressure to employ it in
CMS Gopher was overwhelming. As I got to know the tool, I fell in love
with it. Always then wanted it in Unix land, and now have it. Ahhhhh...
