IIRC, it's done at the driver level. The Windows fax "printer" driver
pops up a box whenever you send anything to that printer.
You could achieve a similar effect under Linux with a suitable print
filter. How that would work, though is another matter. If the filters
are run as root, then they wouldn't have permission to display to the
user's X display. Also, if there are many displays, which one do you
pop up a box on? And what happens if you're not in X? I doubt the
problems are insurmountable, but it's certainly not easy...
