ipfwadm with a kernel that has firewall/ip-accounting support.

Probably not exactly what you were looking for, but it's a start.  (Big
problem is that you need to set accounting rules for each IP address that
you want monitored).

What I'd like is some utility that analyses the statistics generated from
reading the ip-accounting data.  There might be some good SNMP software
around that does that sort of thing, but this is something that's on my
own TODO list...
