That's an old version of slugware you are using.  (Upgrade to something
like a recent verion of Debian, RedHat or SuSE).

You'll need to do one of two things... upgrade to the latest version of
svgalib, or (not recommended) suid root ("chmod u+s") the svgalib apps that
you want users to be able to use.
