The usual way is:
cd /var/tmp/
mkdir app.tmp
cd app.tmp
tar ztf /full/path/any_program.tgz #to look into archive ;o)
tar zxvf /full/path/any_program.tgz #to extract it
cd any_program #most of tgz's contains full directory tree ;)
less INSTALL or less doc/INSTALL or less docs/INSTALL
./configure --help
./configure
make
su
make install
