Try ezppp or wvdial, both are easy. Of course, you'll need net access to
find them.

There is a modem configure tool in Redhats control panel, startx as
root, open a xterm, run control-panel. Its also got a network configure
tool which you will want for configuring dialup ppp. also redhat has
usernet, which allows normal non root users to start / stop ppp
connections.
