I've had this problem before too.  It seems Linux-fdisk can
create partitions that will cause DOS-fdisk to freeze.  I think
it has to do with Linux-fdisk being able to create partitions
that are not aligned with cylinder boundaries.  DOS fdisk does
not like this.

You may be able to create a FAT16 partition using Linux and then
boot into DOS via floppy and format the partition and then use it.
You'll still need to avoid using fdisk from DOS (even to look at
the part. table) or it will hang.

If I'm setting up a machine to dual-boot with  DOS/Linux.  I'll create
all partitions with DOS fdisk and then change the partition type via
Linux fdisk during the install.  I've had good luck then still being
able to use DOS fdisk to look at the partition table.  Note that DOS
fdisk will only allow you to create one FAT primary partition.  Not
a problem for me since I always install Linux into logical partitions
and use LILO to dual boot.
