Anon FTP server on Redhat - Uploads denied?

   How do I configure my anon FTP server (on Redhat 6.1) to accept uploads? My
ftpaccess file denies deletes, overwrites and renames, but not uploads.
/home/ftp/ and /home/ftp/incoming/ are owned by ftp, with wrx permissions.
   I'd like to limit uploads to incoming if I can.
