Because you are using the console driver in one place, and X in
another.  X takes over (and re-translates for its own purposes) the
keyboard.  It means that there is a LOT of configuration options
available for X wrt the keyboard, but it does lead to situations such
as the one you are experiencing.

It is a "unix-ism", not specifically related to linux.

It can be tweaked to work exactly how you want.

Then remap them.  Or get joe to use a different (or the "right")
terminfo/termcap entry for your keyboard.  You should be able to do
this with joe's config file.  (I'm not a joe user, I'm a hard-core vim
user from way, way back).

(just for a start... check the "SEE ALSO" sections that these refer
to).

Keymapping is a complex and rather confusing area, so confusing that
nobody seems to agree on keyboard return codes.  (Much of this is
"traditional").

Yes, it can be "fixed".  In fact, it is possible to totally
reconfigure your keyboard at the kernel, shell, console/terminal, and
X levels.  All of them.  Which makes this issue rather messy to deal
with.

I don't dare attempt here to fill you in on all the nitty-gritty
details of how to go about tweaking things the way you want.  All I
can suggest is that you start reading everything you can so that you
can discover how to do it yourself.
