While building the cross development tools yourself is quite a fun-filled
learning adventure, ready built binary packages are available from a number
of places. Have you drilled down through:

You can get RPMS for the ARM v4l tools here (among numerous other
places):
ftp://ftp.mvista.com/pub/CDK/1.2/latest/StrongARM/arm_sa110_le/RPMS/
If you use the MontaVista tools for ARM, use CROSSCOMPILE=arm_sa110_le-linux
instead of arm-linux.
