If you're a newbie, I'd like to suggest to get experience with linux on
your PC first. Compile your own kernel, compile some programs from
scratch, modify them, get familiar with the compiler and toolset, etc.

There is no such thing as "the appropriate board", it all depends on
your requirements (interfaces, CPU power, money, etc.).

You could use a Compaq iPaq to get started with SA11x0
(www.handhelds.org), Cirrus has some evaluation boards as well
(www.cirrus.com), IIRC ARM also has pointers to evaluation boards
(www.arm.com), and <smameless plug>there is of course LART
(www.lart.tudelft.nl)</shameless plug>.
