cross compile and configure

hi, arm-linux developer~~
I'm try to cross-compile kannel gateway.
kannel need libxml2.
I have a libxml2 library for arm.
the problem is :
I put libxml2 in /tmp/arm-root/lib,
how can I use the arm-root for kannel-checking(configure)?? 
./configure --???
