Most of the garbage collection machinery is in the BFD backend.  I think 
elf32-i386 is more sophisticated in this respect than elf32-arm is, though I 
don't know how much difference it makes in practice.  It wouldn't be hard to 
add the same capabilities to the ARM version, it's just a question of someone 
finding the time to do it.
