I'm running at the 18MHz setting.

We know it's end-of-lifed, but Cirrus Logic has thousands of chips still
which we can obtain.  So, for our purposes it should be ok as long as we
can get it going.

So do you know of anything else that could cause a problem reading the
CIS?

What platform are you using? The CL-PS6700 was used on several of Cirrus
Logic's
EP7x1x evaluation boards, with several caveats. First off, to use it,
the
processor must be clocked to the lowest speed (13 or 18MHz). Secondly,
be
aware that the CL-PS6700 has been end-of-lifed by Cirrus Logic; do not,
I 
repeat, do not, design it into any new products.
