Wrong. You want:

  ./configure --disable-nls --prefix=/tmp/install arm-linux

(and don't set CFLAGS=-O2 cause that's the default)

That should already be done in the cross compiler. If not download the
gcc-2.95.3 version from ftp.arm.linux.org.uk.
