CATS irq instability

I think I've fixed the problems with CATS machines crashing during disk 
activity (thanks to Brian Brunswick for arranging to lend me a machine to 
debug with).  If anybody would like a diff against 2.2.2 to play with, send 
me an email; otherwise it'll be included in the next patch I make.
