MP3 Encoder source code

So far I've gotten plenty of leads for MP3 decoder software, but
none for MP3 encoder source code.

What I really want is source code for an MP3 encoder.

I have a DSP card which I want to program as an MP3
encoder for voice only monaural audio (3kb bandwidth is sufficient).

Any and all pointers to MP3 encoder source will be appreciated.
