Yesterday after I posted my message, I went on and found a partial
solution.
I inserted the assembly code to turn on the PCMCIA power and bus drivers
into the 
file: head-armv.S located in the arch/arm/kernel/ directory.
(I have attached this file to this e-mail. For anyone who would like to
try it out - especially
Vasant). 

Now as to the hardware - I currently have a PCMCIA extender card which
has a Vcc LED onboard. This
allows me to monitor if the power is on. My extender card also allows me
to jumper pin 39 of the
SanDisk to ground to activate True IDE mode of operation.

After I rebuilt the kernel with the above added code, I used the normal
Angelboot package
to download the kernel. Not only did I get power to the slots, the
kernel started searching
for IDE interfaces and devices. Now for my next question. The IDE driver
finds the SanDisk and
indeed reports the correct model number. However, I get an error message
about not being able
to allocate IRQ 64.  This is my next challenge to solve. I will try and
post an update as I 
make progress.
