The LibLo implementation is GPL, very easy to use, and available in many distros including Ubuntu.

I'm using it for a project and it seems very good.
I think having an OSC-controlled audio back-end is a Good Thing.

It is C, not C++ though, but I think a few people have used it in their C++ programs without too much trouble.

There are some native C++ implementations, but I don't remember the names offhand.
