The IJG Jpeg library is probably what you want,
It does read (decompress) and write(compress)  files
in the jpeg graphic format. It's easy to use and is provided
with a good documentation.

If you don't want to write the "interface" to the jpeg
library yourself, there's another library called imlib,
which has a generic interface for reading ( and writing ?)
files in different formats ( jpeg, gif, png, tiff, xpm, ppm ...).
You'll find it somewhere at the gnome web site ( http://www.gnome.org)

You might also look at the gimp source code for
some image filters examples.
