No, as long as the world asks for a certificate of basic knowledge to
a
defined level. Ofcourse you could develop as many levels as you want
or
update the levels from time to time.
Everything else makes it unserious or just "decertifies" certification
to a commercial interest for a few people.

First tendencies of this you'll find in the comments to the
E-Certification
which seems to be free.

By the way, who did a recertification of his Master or BSC degree?
