Unless there is a large changes like kernel 2.0 to 2.2 or something
else signifgant I think forcing someone to recertify should be a very
limited thing. Maybe everytime there is a major change..with a huge grace
period of course or every 3 years otherwise. I think this would be fair. 
Maybe even 4 years.. Someone who is certified with linux is most likely
using it, hence they will just have to natyurally keep up with changes.
