I had similiar problem while back when I compiled and installed the login
program and completly forgot about shadow package. Needless to say login
was looking for encrypted password in /etc/passwd. I would suggest you
reboot the system in single user mode, check at the files in /etc/ and
file permissions. You should never re-install the whole system. Only
reinstall the base packages if nothing else works.
