FTP Server

This is a newbie question, but I was hoping someone could help me out. 

I used the "ftp-shut" command and now I can't get the ftpd to start properly. 
When I try to "ftp localhost" I get "FTP server shut down -- please try again
later"

How do I reactivate the server?
