"set name=value" in BASH does not do what you appear to think it does. It just
sets positional parameter "$1" to the literal character string "name=value".
The general form of the BASH set command is "set a b c ...", which sets "$1" to
"a", "$2" to "b", "$3" to "c", etc. The BASH command you're looking for is
"export name=value".
