I don't believe that you are completely correct in your suggestion
although it usually applies.  I found that I had to get Lilo source
code and read the docs therein.  I could not find the docs on my
distribution.  I had the mini-howto's and the man pages.
I may have found the docs under Source Codes on my CD and it may
have been in RPM form but the binary rpm did not seem to have the
docs included.  See my other message here about a possible web
page to check out on this issue.
Even the author of the OS/2-HOWTO asks for others to let him know
when they found more of the answer.
