Focus mode is peculiar to the window manager. If you are using
fvwm, edit /usr/X11/lib/X11/fvwm/system.fvwmrc. Include one of the following
lines in system.fvmrc.
ClickToFocus - focus is at the last window clicked on, or cycled by alt-f7
SloppyFocus - focus is at the last window entered by the mouse
<nothing> - focus is at the window containing the mouse
