Thank you for the detailed report. chat operates on expect-send
pairs. The first expectation that it has is for "", so it immediately
sends <delay><+++-attention><delay>ath0. Its next expectation is for OK,
it never gets it so it times out.
Without knowing your modem, I suspect that you should not send
+++. This attention character often involves a delay of ~3s during which
it ignores input (ath0). Normally, modem chat scripts begin with "" ATZ.
ATZ initializes most modems.
