The man pages for lilo and lilo.conf tell you how to set a
"restricted" password for preventing exactly this sort of thing.
You'll need to chmod 600 /etc/lilo.conf after you do this (to hide the
password from other users).

It still won't prevent access via a boot disk.  For this sort of
protection you'll need to turn off booting from the floppy, and then
password protect the bios.

We use this sort of strategy on a shared departmental laptop, with
considerable success.
