Three things:   

0) Format a floppy disk on an existing Dos/Win95 box, and copy format.com,
sys.com, and fdisk.exe to the floppy disk.

1) Make sure the primary DOS partition has the bootable flag set on, using
fdisk

2) Install the boot loader by either using a:\sys.com or a:\format c: /s

The /s flag of format is the same as executing the sys command, to install
the DOS bootstrap programs, except that format will first format the
partition, ie install a new filesystem.

Right now you have no operating system on the boot partition, and you most
likely don't have a filesystem on the boot partition either.  That's why
you're getting the ARF message when you try to access c:\

Then and only then will that disk be bootable, unless you install another
boot loader of some sort to the MBR (such as Lilo).

    My BIOS recognize it. I create one DOS partition of 1000 MB with DOS
fdisk.
    Then I format this partition, reboot the computer and it says:
    Abort, Retry or Ignore all the time I try to accesing it.
    Then I would create another Linux partition of 2000 MB and the rest
for Swap, but first I�m trying to install Win 95 in the first partition.

    May be, it�s caused by the mother that not supports more than 4096
cylinders, I don�t know.
    What do I have to do in this case?
