Thanks to several of you for ideas. Things seem to be working now. Here is what I have done. One step or a combination got things working. 1. I set the primary IP to be on the network that the dhcp server would be primarily serving to. 2. I then restructured the dhcpd.conf file to have a group of subnets rather than simply defining the individual subnets. Further testing may reveal problems but things look good for now.
