Because the user and group names for those values are not listed in
/etc/group or /etc/passwd.
User and group names are really numbers with names as aliases. To see
the raw uninterpreted UID and GID numbers in a directory listing, try:
ls -ln
You have very likely got these "foreign" numbers from extracting files
from tarballs as root user. (Although you say this is a fresh rh61
install, strange).
Note that the s bit on the group permissions is set. This forces all
(new) files in that directory to be set GUI the same as the directory
(in this case, GID 143).

It's a happy coincidence that the user id from a file on a tarball
corresponds to the uid used for user "uucp" on your own systems.
Do whatever you like about it (with thought to security etc). Just
take care of the permissions on any of the files... other users might
need to use them.
So you would do:
chown -R root.root jdk1.2.2
which would be the same as doing:
chown -R 0.0 jdk1.2.2

Lots of man pages describe all this... ls, ln, chown, chgrp and so on.
They are all standard unix filesystem tools.
