hi,
you need to check several things:
1) Check that the support for poweroff is compiled in your kernel.
2) Check what is run when changing to runlevel 0. You find this in
/etc/inittab. If you are running redhat, the script is
/etc/rc.d/init.d/halt.
There check, that the command "halt" is executed with the -p option.
(man halt).
