        I am using 2.3 also, and i got that error when i tried to use my
old squid.conf on the 2.3. It worked fine when i defined cache_dir using
the ufs type (get some more info on the squid.conf) like this :

        cache_dir ufs /var/cache/1  xxxx 16 256
        cache_dir ufs /var/cache/2  xxxx 16 256
        cache_dir ufs /var/cache/3  xxxx 16 256
        cache_dir ufs /var/cache/4  xxxx 16 256
        
        I guess you should try this ...
