Both daemons run from inetd, that's the daemon that you need to
restart ("killall -HUP inetd"), that's the one that has apparently
died.

Check that inetd is listening to those ports:

        netstat -plut

Also check the config file... /etc/inetd.conf

(Knowing how this works and how to fix the problem is very basic
unix network theory, perhaps you need to check more man pages and
useful resources like the NET*-HOWTOs).

No need to reboot a linux box just to get a network service
restarted - this isn't microslop land :-)
