Hmm, I use MTNL and have no complaints so far.  You get through the
first time (well, 90% of the time, the remaining 10% you only need to
redial once) and connects hold steady for hours on end (of course, I
/am/ using just a 28.8 modem, no fancy 56K stuff).

I liked their access so much that I splurged Rs. 6000 on an unlimited
one-year account (used 125 hours in 2 months already :-)
