Well, take into account the time needed for the handshake in the initial 
impulse. Diald time begins when the ip layer is up *not* when the remote modem 
answers -- and the phone company starts billing :-( 
For example:

impulse 120,150,30

will give a first impulse of max. 150 (120+30) seconds and the rest of 180 
(150+30).
The 30 seconds difference is to take care of call establishment (modem 
handshake, ppp negotiation, etc.).
