I'll take a guess.
You _may_ be missing the fact that's it's most likely a winmodem, which
is not really a modem but, simply an empty card that you can connect a
phone line onto. Most all winmodems are 56k, plug'n'pray, PCI and
require drivers to make them run in 'Doze.
Of course, that's assuming it _is_ a winmodem, and I can't provide the
answer to that question.
