You need to edit the standard.filter file.  Mine is in /usr/lib/diald.
There should be enough comments in it to get started.

Note that the 'ports' specified MUST be in /etc/services.  I.E. if you
want to keep the link up for 5 minutes after a WWW transfer, you would
need to add

http            80/tcp

To /etc/services (if it's not already there), and add

accept tcp 300 tcp.dest=tcp.http
accept tcp 300 tcp.source=tcp.http

to your filter file.

I also commented out 

# Once the link is no longer live, we try to shut down the connection
# quickly. Note that if the link is already down, a state change
# will not bring it back up.
#keepup tcp 5 !tcp.live
#ignore tcp !tcp.live
