You are close...

Probably your ppp-on starts pppd.  Let diald start pppd.  All your chat
script needs to do is to prod the other side to the point that ppp is
running there (i.e. on the other side).

Keep your ppp-on for starting the link by hand.  Copy it to connect-worldnet,
edit out only the call to pppd at the end, and tell diald to us it 

        connect /etc/diald/connect-worldnet
