The rules are a reasonable default, depending on the pricing of your
phone company, a bit on the kind of services you intend to use over
the internet. 

You gave us too few information here to help you.
Does diald actually run when you ping to an external address? 
try: ps fax | less or: ps fax | grep diald
if not, you must deal with the links in the rcX.d directories (X=2..5) 
and with the script init.d/diald.

If diald is running it would be interesting to see if your connectioen
script starts when you send packets to the internet (ping telnet or
anything else). Diald 98.x and 99.x log when "triggered" by such an
event.

So in almost any case, the appropriate part of your /var/log/messages
would be interesting (dont forget to wipe out passwords and other
confident personal information before posting it to the list.
