It has been removed. It was a work around for some 1.3 kernels
that had problems changing routes for established connections.
It worked simply by having *everything* go through the proxy and
diald forwarding packets to the real link - even when the link
was up. Believe me, you do not want to turn rerouting off and
if you have one of those old kernels you really want to upgrade
it!
