Local IP / Remote IP

Can someone please explain what is meant by the local ip and remote ip 
addresses, in context to diald.

I have an ISDN account with a fixed IP.  What would I make the local and 
remote address in this case?

Even though I have a fixed IP address I seem to be loosing the first 
packets sent before the link come up.

Any ideas ......... packet buffering is on.
